EDMONTON – Prime Minister Justin Trudeau suggested Saturday that it should be no surprise that the inquiry into missing and murdered indigenous women has run into some snags.“There were always going to be big challenges with such an important and meaningful commission,” said Trudeau, who was in Alberta’s capital to promote his government’s child care policies.Recently, there has been criticism that the inquiry is proceeding too slowly and that some of the victims’ families are becoming anxious.Trudeau said it’s essential to have the inquiry to help put an end to what he calls an “ongoing national tragedy,” but he steered clear of second guessing the inquiry’s commissioners.“We are trusting the commissioners to do the work that we laid out that they need to do.”The chief commissioner responded Friday to criticisms about delays.Marion Buller says some “tremendous work” has already been done but blames poor communications for that information not getting to the public. She said part of the reason for the delays is that commissioners are taking a different path than previous courtroom style inquiries. She said they’re taking an indigenous approach that will do no further harm to the victims and their families, something that can’t be rolled out quickly.

Rabat – Sahrawis have risen up against recurrent cases of rape in Tindouf camps, the Polisario Front leadership of remaining silent on the growing issue.Activists launched the hashtag “No to Rape” calling for action to protect Sahrawi women from sexual abuse and violence. No to Rape A campaign has been launched on social media by Sahrawis denouncing the increasing cases of rape in the camps.“The proliferation of rape [in the camps] is dangerous,” reads one post on Facebook. “Why is it occurring as if it’s something normal? If we remain silent, we’ll allow it to proliferate even more.”Activists on social media attributed Polisario’s silence to the fact that the sons of Front leaders have been accused on involvement in the rape cases.“Why is it that the Polisario leadership standing against the ‘No to Rape’ campaign?” asks another activist. “Is it because there are information about their sons being involved in rape?”The campaign initiators pointed to the fact that rape has become the second biggest threat to social peace in the camps, after drug use.The GroveMany rape cases take place in the infamous Dhaibia prison, nicknamed “The Grove”. In December 2016, a video of a Sahrawi woman named Babba Mint M’barek Ould Zoubeir was posted on Youtube, in which she tells how she had been raped and tortured by Polisario leaders during 11 years of imprisonment in Dhaibia, between 2002 and 2013.Mint M’bark said she had been raped outside the prison and was then put in Dhaibia by Polisario members to cover up the crime.“I was tortured and raped in prison” she says. “I gave birth to my son there. There were two other young girls with me in prison. One of them was raped by the chief prosecutor. She had a hemorrhage and was taken to [hospital in] Tindouf where she died.”Her fate was the same as her prison mate. Mint M’barek died as a consequence of 11 years of imprisonment. One of her acquaintances posted the video in hope that her message will reach the world.“I call on international organizations to intervene to uncover the truth about what’s happening here,” she pleaded. “These women can only leave prison whey someone agrees to marry one of them. But who would marry a woman who lost her honor?”Many women are still experiencing the ordeal Mint M’barek and her prison mates had to endure.“I call on you [Sahrawis] to set the Dhaibia prison on fire or your souls will burn in sorrow over your daughters and sisters and mothers and grand-daughters,” urges an activist on Facebook.Ghali “the Rapist”In 2013, Khadijatou Mahmoud Mohamed Zoubeir, a young Sahrawi woman who grew up in Tindouf camps, filed a complaint in Spain against the current Polisario leader Brahim Ghali.Khadijatou said she was raped in 2010 by Ghali, then Polisario’s ambassador to Algiers, inside the embassy. The accuser said she went to the embassy asking for Ghali’s help to get a visa to Spain to take part in civil activities. Ghali had served also as Polisario’s delegate to Spain between 1999 and 2008.Khadijatou says that Ghali then proceeded to sexually harass her before raping her with the help of Abdelkader El Ouali, son of Polisario’s Prime Minister, Abdelkader Taleb Oumar, whom she too accused of rape and violence. In addition to these accusations, the Polisario leader is subject to legal complaints in Spain by Sahrawis for crimes of murder, damages, illegal arrest, terrorism, tortures and disappearances, all committed in Tindouf. In November 2016, Ghali he was due to attend a pro-Polisario conference in Barcelona, he cancelled the trip due to an order by the national court judge José de la Mata, in Madrid, to gather information about the Polisario leaderHe was summoned to appear before the court for the previously mentioned accusations.
Rabat – The draft bill on the controversial Access to Information Act was finally ratified on January 2 by the Justice, Legislation and Human Rights Committee of the Second Chamber of the Moroccan Parliament. The draft was on the agenda of the 2nd Chamber for its final adoption on January 2, however, the bill was voted in the presence of only six of the 20 members of the parliament, consisting of the committee headed by the Authenticity and Modernity Party (PAM). Four MPs of the majority parties voted in favor of the draft, while two members of the PAM and the Confederation of Democratic Labor party voted against it, pending a vote in the plenary session before being returned to the House of Representatives for ratification in a second reading. The delay in passing this highly controversial act is mainly due to the heated debates between the MPs of both the majority and the opposition parties, who failed to find an agreement on the amendments made to the first version of the text. In total, around 65 amendment proposals had been handed to the Justice Committee at the second chamber. However, it remains to be seen whether all the proposed amendments will be taken into account, since the first version of the draft was highly criticized. In fact, its publication was followed by a strong mobilization, notably within the civil society. Some associations have run a real campaign to convince the government to introduce some changes. The National Council for Human Rights has also been vocal in its opposition to the bill. In fact, the opinion of the CNDH had been perceived by MPs as a thinly veiled criticism of certain provisions included by the outgoing government. For the CNDH, the definitions and the public institutions obliged to provide the information, “must be defined precisely in accordance with the objectives of the draft law in order to ensure access to information.” The Human Rights Council also stressed the need to specify the status of institutions and private companies entrusted with public service missions, regardless of its form of implementation – whether it is delegated management, concession or public-private partnership – as entities covered by the scope of this article, within the limits of the public service tasks performed by these institutions and enterprises. With regard to the persons concerned by the right of access to information, the Council had proposed extending the right of access to information by referring to the International Covenant on Civil and Political Rights in its article 19, where the term “person” is used to enshrine the right of access to information. Also, the Universal Declaration of Human Rights uses in Article 19 the term “individual” to state the same right. “It is obvious that the use of these different designations of persons concerned by the right of access to information allows the integration of natural and legal persons, Moroccan citizens and foreign nationals residing regularly in Morocco,” stated the CNDH.
“I hope it will give the sufficient answer before too long,” Mr. Annan told reporters in Geneva after meeting with the Iranian minister, referring to the offer of incentives by the five Permanent Security Council Members (China, France, Russia, the United Kingdom and the US) and Germany in return for Iran’s abandoning its uranium enrichment programme.“Iran maintains that its interest in nuclear energy is purely for peaceful purposes, and I have stressed to Iranian leaders, including Mr. Motaki, that it is very much in their interest to convince the world of that by cooperating fully with IAEA [International Atomic Energy Agency],” he added.Despite years of inspections after the discovery in 2003 that Iran had concealed its nuclear activities for 18 years in breach of its obligations under the Nuclear Non-Proliferation Treaty (NPT), the IAEA has said it still cannot conclude that there are no undeclared nuclear activities although it has not seen any diversion of materials to nuclear weapons. But it has called on Iran to suspend all uranium enrichment, which can produce fuel for nuclear energy production or for making nuclear weapons. Iranian leaders have insisted on their right to enrichment.Asked whether Mr. Motaki indicated that Iran might be prepared to give up enrichment, Mr. Annan replied: “Their point of view is that they are coming to the table without preconditions and that everything can be discussed at the table. That, I presume, includes the question of enrichment. They are considering the package very, very seriously.” He was also asked if he thought the Washington should be more engaged in getting a diplomatic solution on the issue. “I think we saw a major shift in US policy when it indicated that it will be prepared to join the talks once the issue of the enrichment or its suspension thereof was resolved,” he replied.“I hope that initial shift and signal will bear fruit as we move forward with the discussions with the Iranians, and that sooner or later – and rather sooner than later – we will see the US joining the talks.”He also said he had discussed with Mr. Motaki the timing of the Iranian reply to the latest offer. “I don’t think they will give an answer before the G-8 meeting in St. Petersburg,” he noted, referring to the meeting of the major industrial nations in Russia at the beginning of next month. Iranian President Mahmoud Ahmadinejad has said the reply won’t be ready until late August.

Ugh. Am I the only one who’s totally sick of using my hands to control my PC? Thankfully, the folks at Interaxon have a solution to save your fingers. Now you can use your mind. The major tradeoff here is the fact that you’ve got to wear some diodes on your head, but that won’t be such a big deal in the future when we’re all wearing the things, right?Of course, the product that the company showed off at this year’s ces is little more than an early working prototype. Actually, it’s a couple of diodes strapped to a pair of NVidia 3D glasses. The hardware was being used to manipulate some proprietary 3D software. The wearer’s brain waves direct affected the design on the screen. It’s not too dissimilar from other 3D products we’ve seen in the past–like the Mattel Mindflex game. Control of the designs largely revolve around the wearer’s ability to control his or her mind. The company is currently doing consulting for third parties, looking to implement its technology in other devices. Interaxon is also working on getting a hardware/software package on the market in the near future.

VANCOUVER, British Columbia — Kenny Cooper scored in the 25th minute and the Portland Timbers beat the Vancouver Whitecaps 1-0 in the first MLS game played at the newly refurbished BC Place Stadium. The Timbers (11-13-7) took advantage of a Whitecaps mistake to score the only goal they would need as defender Alain Rochat turned the ball over at midfield. Midfielder Diego Chara fed Cooper a perfect ball and the big forward hammered a shot from the top of the box over the outstretched fingers of Vancouver goalkeeper Joe Cannon. The Whitecaps (4-16-10) pressed for the tying goal in second half but the Portland defense was equal to the challenge.Vancouver striker Eric Hassli missed a scoring chance on a header in the final moments, and then pounded the turf with his fist.Among the sold-out crowd of 21,000 celebrating the return to BC Place was a large contingent of Timbers fans. Dressed in green, they sang and waved flags throughout the match. The Whitecaps supporters did their best to drown out the visitors by pounding drums and chanting constantly.Included in the renovations is a retractable roof that opened moments before kickoff. A huge video board hanging in the center showed the action in HD so sharp it looked like you were watching at home on your own TV.The game was played on a modern Polytan synthetic surface, considered one of the best for soccer. Throughout the building there are 800 Wi-Fi points and 1,150 digital screens, wider seats, improved acoustics and enhanced concession and bathroom facilities.

Epic Games Developer Epic Games changed how challenges work in Fortnite season 10, aka season X. Instead of weekly challenges, there are sets of Limited Timed Mission Objectives. Each set has a particular theme and is unlocked after a certain amount of time or when previous missions are completed. These objectives are available only to season 10 Battle Pass owners. Completing missions will unlock additional content and earn Battle Stars to reach tier 100 on the pass.Another big change in the new season is the inclusion of Prestige missions. Once a set of challenges are completed, players can choose to redo the tasks. Each mission will consist of a similar requirement, although at a higher difficulty. Completing missions will unlock additional content and earn Battle Stars to reach tier 100 on the pass.Epic released Fortnite season 10 week 2 challenges on Thursday, Aug. 8. Road Trip challengesTake a ride to complete these Road Trip challenges. Epic Games Where to find Drift painted Durrr Burger Head, a Dinosaur and a Stone Head StatueThe Road Trip objectives will have players roaming around the island and using different modes of transportation to complete challenges. For this mission, players will have to find the Durr Burger Head to the east of Pleasant Park. Look for the big burger on a hill and you’ll see the Drift spray paint on its tongue. The dinosaur is in the southern part of Paradise Palms, right next to the road. Finally, for the Easter Island-like stone head, go north of Polar Peak. Check the map below on exact locations. A map to find the Durrr Burger Head with the Drift spray painting, a Dinosaur and a Stone Head. Epic Games Destroy 10 stop signs with the Catalyst outfitThe Catalyst outfit is a Tier 1 unlockable for those who bought the season 10 Battle Pass. As for the stop signs, they’re located primarily in residential locations. This means Pleasant Park, Salty Springs, Mega Mall and Paradise Palms. Check the map below for where to find the signs. Where to find 10 stop signs. Epic Games Deal 200 damage while riding a vehicleThis mission has become even more difficult in season 10, as several vehicles have been vaulted by Epic, which means they’re no longer available on the island. Luckily, there’s a big new mech called BRUTE that’s considered a vehicle. Jump in one to do some damage. Ride a Zipline in 3 different matchesZiplines are found all across the island. Most are located in the northeast near Sunny Steps. Search a chest in 3 different Named LocationsAn easy enough task to complete. Chests are more readily available at the start of the match, so try to avoid heavily populated areas.Visit Lazy Lagoon and Lucky Landing in a single matchThis is going to be a tough one, as these places are on opposite sides of the island. The best bet is to drop at the location nearest to the Battle Bus. Start there and run to the other side of the map for the other spot. Get 250,000 Trick Points in a vehicleThere are not many vehicles left in Season 10. Still, the best one for this challenge, the Driftboard, is still available. Find one and get some air to earn those Trick Points. Road Trip Prestige missionsVisit Drift painted Durrr Burger Head, a Dinosaur and a Stone Head Statue in a single matchThe three locations for this challenge — Paradise Palms, north of Polar Peak and east of Pleasant Park — are pretty far from each other. Ideally, you want to start at Paradise Palms since it’s the farthest from the center of the island. Then proceed to make your way to Polar Peak and then Pleasant Park. You might have to rethink the order depending on where the Battle Bus starts at the beginning of the match and how the Storm Circle moves. Eliminate 5 opponents while riding a vehicleAs mentioned previously, there are not many vehicles in season 10 right now. There is, however, a giant mech you can control. Get in one and earn those eliminations since the BRUTE is considered a vehicle. Destroy 7 stop signs with the Catalyst outfit in a single matchFor this mission, head to Pleasant Park to get most of your stop signs. If you don’t get all seven, head to Salty Springs or Mega Mall for the rest. Deal 200 damage to opponents while riding a ziplineLuckily for this challenge, 200 damage isn’t that much. Just be mindful of trying to attack opponents while traveling on the zipline. A couple hits every few matches will suffice. Eliminate opponents in 5 different named locationsThe strategy for this task is to quickly move from one point to another after you get an elimination. It helps to travel between heavily populated spots during a match. Try starting off at Fatal Fields, run to Salty Spring and then rotate between Mega Mall, Dusty Depot and Neo Tilted.Visit 10 different named locations in a single matchProbably the toughest challenge on the Prestige list, it’s best to start off on the outer part of the island and work your way in. This strategy can change depending on the path of the Battle Bus. Start off at Junk Junction, then go to Haunted Hills, The Block, Pleasant Park, Loot Lake, Neo Tilted, Shifty Shafts, Salty Spring, Mega Mall and end it with Dusty Depot. The Storm Circle will also come into play with this challenge so be ready to abort if it puts you in danger. Also, do your best to find a vehicle. Get 500,000 Trick Points in a vehicle and in a single matchIf you get a Driftboard, this challenge isn’t that hard. To complete it quickly, there are multiple Driftboards and a ramp to the north of Pressure Plant. Grab one and spend a quick minute racking up those points. If you’ve been wondering why Dragon Age: Origins hasn’t been working for you over the past few days, or if you just purchased the game and wondered why you can’t play it, now we know why: a combination of technical and DRM-related issues on EA’s authentication servers rendered the game unplayable for many gamers starting on Friday, all through the weekend, and were only resolved late last night. The story began on Friday morning, when players who ran the game were rewarded with an error that read “DLC not authorized,” indicating the game’s DRM had decided the player, even if they had bought the game, wasn’t permitted to play it. As with most issues, especially PC ones, many self-supporting and competent players would immediately take to the Internet, Google their error message, and start digging around for other people who experienced the same issue to find out how they fixed it.Unfortunately, in this case doing that would have led you down a rabbit hole of reinstallations, registry tweaks, hacks, driver updates, permissions changes, and other system changes that – had the issue not been entirely on EA’s side – may have actually helped, but in this case would have been useless. Jon Stokes over at Ars Technica detailed his lengthy weekend experience troubleshooting DA:O, starting on Friday and culminating with an admission on Monday – three days after the issue began — from EA. In the game’s official forums EA admitted that they’ve identified that the error is on their side, and has something to do with the way their installed DRM authorizes the DLC content for play. They still have no idea what originally caused it, even though it’s reportedly resolved. As of today, EA and Bioware are still investigating the problem, but the general sentiment in the forums is that the developers could have alerted the user community in a more transparent and open way that the issue was server-side. That way players didn’t have to jump through hoops to try and get the game working. Some players even reported that their chats with EA customer support resulted in scripted attempts to resolve the issue (like having the player re-install the game, update drivers, and try some other workarounds) before admitting to the customer that the issue was server-side all along.Read more at Ars TechnicaAlan’s OpinionAdmittedly, there’s little EA could have done to deter the natural tendency for most people to try to help themselves by searching the Web before engaging their customer support for help. Although, this is symptomatic of the perception that customer support for many things, games included, is ineffective and the player would have better luck on their own.Even so, EA could have been more forthcoming acknowledging that there was an issue and that they were looking into it. Preferably sooner than three days after the issue began. It’s difficult to believe that EA or Bioware weren’t aware that there was a problem for that length of time. Stokes also points out that there’s some blame to lay at the feet of EA and Bioware’s chosen DRM scheme: the game has to re-authorize the DLC every time the game starts, instead of just once, like many other titles. This means that if the Windows service on the player’s side isn’t running, or there’s any issue on the Bioware server side, the game is unplayable.Even if you take the DRM scheme as acceptable, it would in turn mean that EA and Bioware should take a more proactive approach towards managing the community and alerting them to issues that would affect their play. In this case, it appears that everyone: gamers, community members, and even EA customer support to some extent, were in the dark about this issue until it was long past its boiling point. The game is playable now and the issue is fixed, but how long gamers remember this issue and whether it’ll inform their future buying decisions is anyone’s guess.
